Dangerous Toys: Why Magnetic Building Sets Should Be Banned for Children
Sokolov Yu.Yu., Stonogin S.V.

Introduction
In recent years, Russia has witnessed an alarming trend: an increasing number of children are being hospitalized with severe injuries after swallowing magnetic balls from building sets. These seemingly harmless toys—known as "magnetic balls," "neodymium balls," or "Buckyballs"—have become a veritable epidemic of childhood trauma. Doctors are raising the alarm, and parents are increasingly facing situations where their curious toddlers end up on the operating table.

Clinical Cases: A Chronicle of Tragedies
Medical practice records frightening cases. In the Moscow region, doctors at the L.M. Roshal Children's Clinical Scientific Center saved a three‑year‑old boy who had swallowed ten magnetic balls. Immediate surgical intervention was required—the magnets had connected to each other through the stomach wall and begun to penetrate the submucosal layer. The operation was performed endoscopically, but this is more the exception than the rule.

In doctors' practice, there are far more serious cases. In Cheboksary, a 6‑year‑old boy swallowed 33 magnetic balls. When the child was admitted to the hospital, doctors found five perforations in the small intestine. Part of the intestine had to be removed.

A similar situation occurred with a 5‑year‑old girl from Harbin who swallowed 8 magnetic balls. She was diagnosed with four intestinal perforations and internal bleeding. In 2024, in Shenzhen, a 5‑year‑old child swallowed more than 20 magnetic balls, which caused multiple intestinal perforations and a severe infectious complication.

Foreign medical literature also describes similar cases with fatal outcomes. One study in the International Journal of Surgical Observations reports the death of a 3‑year‑old child from peritonitis caused by swallowed magnets.

Mechanism of Injury
What makes magnetic building sets so insidious? The answer lies in their physical properties. The magnetic balls have a neodymium base, providing an incredible attractive force—up to 4000 Gauss, while the standard limit for children's toys is only 50 Gauss.

When two or more magnets are swallowed, they can attract each other through the intestinal walls. The tissue cells trapped between the magnets are deprived of blood supply and begin to die. This process leads to the formation of pressure sores (necrosis) and, consequently, to intestinal perforation—a through‑hole through which intestinal contents enter the abdominal cavity, causing peritonitis.

"They can damage the intestine by creating pressure on its walls and cause tissue necrosis, which can lead to perforation and peritonitis," doctors comment. The development of peritonitis requires urgent surgical intervention; otherwise, death ensues. Particularly dangerous is the situation when many magnetic balls are swallowed—each new ball increases the risk of complications.

Regulatory Situation in Russia
In Russia, the problem of regulating the circulation of magnetic toys is in a complex legal grey area. The Technical Regulation of the Customs Union "On the Safety of Toys" (TR CU 008/2011) establishes certain safety requirements, but its effectiveness raises serious doubts.

The Ministry of Industry and Trade of Russia indicates that by Decision No. 50 of the Council of the Eurasian Economic Commission dated May 14, 2024, amendments were made to TR CU 008/2011, according to which "unsecured magnets and magnetic elements of toys must have a calculated magnetic flux index of less than 0.5 T²·mm² or dimensions that prevent entry into the respiratory tract and swallowing."

At the same time, Rospotrebnadzor in its clarifications refers to TR CU 008/2011, which states that for magnetic toys intended for children under 3 years of age, detachment of magnets or magnetic elements is not permitted if the detached magnets have dimensions that do not exclude their entry into the upper respiratory tract and swallowing.

However, in practice, the requirements of the regulations are ignored. Magnetic building sets are freely sold on marketplaces and in retail chains without adequate control.

Authors' Position: The Need for a Ban
As the authors of this material, Sokolov Yu.Yu. and Stonogin S.V., note, the current regulatory acts do not provide an adequate level of protection for children's health. Numerous appeals by citizens to Rospotrebnadzor and the State Duma demanding a ban on the sale of neodymium magnetic balls in the Russian Federation have not received a proper response.

In its replies, Rospotrebnadzor states that "at present, all issues related to establishing mandatory requirements for toys and putting them into circulation on the territory of the Russian Federation are resolved within the framework of the law of the Eurasian Economic Union."

However, in the authors' view, the competent authorities limit themselves to formal dismissals, citing Part 5 of Article 11 of Federal Law No. 59‑FZ of May 2, 2006, "On the Procedure for Considering Appeals from Citizens of the Russian Federation," under which they are entitled to terminate correspondence in the absence of new arguments.

At the same time, the appeals specify specific marketplaces through which dangerous products are freely traded, and provide injury statistics. Instead of taking effective measures, the supervisory authorities point to the need to provide information about specific business entities, even though the problem is systemic and requires intervention at the state level.

Proposals for Solving the Problem
Sokolov Yu.Yu. and Stonogin S.V. propose the following measures:

  • An immediate ban on the import and sale of neodymium magnetic balls in the Russian Federation (outside the framework of TR CU 008/2011).
  • Seizure of dangerous products from online and offline trade by Rospotrebnadzor, the Ministry of Internal Affairs, and the Federal Customs Service.
  • Development by the Ministry of Industry and Trade of Russia of national safety standards for magnetic toys.
  • Creation of an interdepartmental working group involving the Ministry of Health, Rospotrebnadzor, the Ministry of Industry and Trade, and the Prosecutor General's Office to develop systemic measures to eliminate the threat to children's health.

International Experience
Similar bans are already in place in a number of countries. In Canada, a recall campaign for magnetic balls was conducted in 2013. Authorities recommended that consumers immediately stop using these products and dispose of them.

In the United States, the Consumer Product Safety Commission (CPSC) has repeatedly warned of the deadly danger of high‑power magnetic balls and demanded tighter controls over their circulation. Some states have introduced restrictions on the sale of such toys to children.

In Australia and New Zealand, the product was recalled from the market after a series of incidents involving children.

Conclusion
The situation with neodymium magnetic building sets in Russia requires urgent intervention at the highest level. The lack of effective control measures means that children continue to suffer severe injuries. Medical statistics show a 40% increase in the number of cases of magnet swallowing over the past three years.

The inaction of supervisory authorities, formal dismissals, and the shifting of responsibility to EAEU norms are unacceptable when it comes to the life and health of children. Every day of delay could lead to a new tragedy in some Russian family.

The authors call on citizens, public organisations, and the mass media to unite efforts to draw attention to the problem and to achieve the adoption of legislative measures that will truly protect children from dangerous products.
